The University of Rochester has named Phillip Ryan Chan director of Physical Security. He joined the University on September 14 and reports to Associate Vice President for Public Safety and Chief Public Safety Officer Quchee Collins.
Ryan leads the University’s Physical Security program, setting the strategy, processes and technology standards that protect students, faculty, staff, patients, visitors and research across its campuses and medical facilities. He serves on the Physical Security Improvement Committee and works with University Facilities and Services, Information Technology, and Planning, Design and Construction to keep security systems current in existing buildings and build them into new construction.
Before joining Rochester, Ryan was a project director at GovCIO, a federal technology contractor, where his work supported the Defense Counterintelligence and Security Agency, which runs background investigations for federal security clearances.
He previously spent nearly three decades in federal security and technology roles with the FBI, the Social Security Administration and the Defense Department. He ran classified computer systems and the security programs around them, from vetting personnel to finding system vulnerabilities, and has experience with physical access control and camera systems.
Ryan holds a medical degree from Oxford University, a doctorate in neurology from the University of the West Indies and a bachelor’s degree in biology from Presentation College in Trinidad and Tobago.
