The University of Rochester recognizes that individuals with disabilities may require parking accommodations to access the buildings where they work, live, and study. To support these needs, the University provides parking accommodations in compliance with the Americans with Disabilities Act, as amended (ADAAA), and other applicable laws.
This process is for individuals who drive to campus but require a parking assignment in a lot closer to their destination or in a designated disability space.
To request a parking accommodation, please follow these steps:
- Submit the application:
Complete the Application for Temporary or Closer-In Disability Parking and submit the first part to University Health Services (UHS), as directed on the form. - Submit medical documentation:
Ask your healthcare provider to complete the University Health Service (UHS) Medical Document Request form (included in the same application file) and fax or email it to UHS to verify your impairment. - Review and permit issuance:
Approval for temporary or permanent closer-in parking or transportation assignments is based on a review of medical documentation verifying the existence of a temporary or permanent ambulatory impairment. If approved, you will be assigned a mobility accommodation and issued a temporary permit for a specific lot. Note: You must stop by the Parking Office at Goler House to pick up your permit once approved. - Expiration:
When the eligibility period expires, you must return the temporary permit and return to your original parking assignment.
If approved, shuttle service is available from Lot 9-Kendrick Road South to several locations on the Health Sciences Campus (Med Center). All University shuttles are handicap accessible and equipped with wheelchair lifts. Larger shuttles are low-floor vehicles with only one step. If negotiating steps is difficult, the lift can be activated to assist with boarding and disembarking.
Using University-designated disability parking spaces
If you are authorized to park in a university disability space, you are responsible for obtaining a New York State handicapped parking designator from your local municipality.
Failure to do so may result in a parking citation if you park in a designated disability parking space in an employee or student parking lot without both a municipality-issued Disability Parking placard and a parking permit from the Department of Transportation and Logistics.
Request student transportation assistance
This service is specifically for enrolled students who require disability-related transportation while on campus. Follow these steps to request student transportation assistance:
- Submit application:
Complete the Application for Temporary or Closer-In Disability Parking. - Medical documentation:
Ask your healthcare provided to fill out the University Health Service (UHS)
Medical Document Request form (included in the same application file) and fax or email it to UHS to verify your impairment. - Eligibility review:
UHS will review the documentation to determine if the criteria for on-campus transportation are met. - Transportation coordination:
Once a determination is made, you will be contacted to arrange specific pick-up and drop-off times at designated campus stops.
Required medical documentation
Medical documentation provided by your healthcare provider must demonstrate:
- a direct link between the underlying condition and the requested accommodation
- a description of the functional limitations of the condition as they relate to impacted major life activities
Documentation must include:
- diagnosis
- history of onset
- methods used to determine the diagnosis
- suggested accommodation

Note: The Medical Center Evening Staff Shuttle is also accessible and operates from the same stops as Lot 9 from 5:30 p.m. to 1 a.m.
