Parking rules vary by campus, permit type, time of day, and purpose of visit. Review the guidance below for River Campus and Health Sciences Campus parking, including where you can park and when restrictions apply.

Health Sciences Campus (Med Center) parking guidelines
Health Sciences Campus (Med Center) employees and students who park on campus must:
- Register their vehicle with Transportation and Logistics
- Purchase a parking permit
Parking hours for River Campus vary by time of day and day of the week. Permits may not be transferred, altered, forged, or modified in any way.
Parking after regular business hours
5 p.m.–6 a.m. (overnight) Monday–Friday
Parking is permitted in:
- Lot 3 – Kendrick North
- Lot 8 – Medical Research Building (MRB)
6 p.m.-10 a.m. (overnight) Monday–Friday
Weekends and University holidays
Parking is permitted in:
- Hospital Garage- Levels 4–6 only
- Level 4 – Yellow (V, W, X, Y)
- Level 5 – Blue (L, M, N, O)
- Level 6 – Z
Restricted lots
Permits are not valid at any time in the following areas:
- Cancer Center
- Eye Institute
- Patient Discharge
- Emergency Department
- Mental Health & Wellness
- Musculoskeletal Lots
Parking during regular business hours
- Parking is permitted in the employee’s assigned lot
Parking in visitor garages and lots
During regular business hours, faculty, staff, students, and affiliates who park on the Health Sciences Campus (Med Center) as patients or visitors in the Hospital Garage, Lot 8 or 14, must:
- Call the Parking Office at 585-275-4524 before parking to be placed on the enforcement exemption list to avoid a citation
- Take an entry ticket when entering the lot or garage
- Pay upon exit using standard visitor payment methods
College Town Garage parking
Employees with a valid University parking permit may park in the employee parking area of College Town Garage during the following times:
- Monday through Friday, from 2 p.m. to 8 a.m. the following day
- Saturdays and Sundays
- University holidays
During regular business hours, employees without a College Town Garage permit should park in their assigned University parking lot. The retail side is not intended for work-related parking during business hours.
River Campus parking guidelines
Parking hours for River Campus vary by time of day and day of the week. Permits may not be transferred, altered, forged, or modified in any way.
Where students and employees may park
7:30 a.m.–7 p.m., Monday–Friday
A valid permit is required to park on River Campus.
Permit holders must park in their assigned zone or lot.
After 4 p.m., Monday–Friday
All University-paid permits are valid on River Campus unless the space is posted as reserved, restricted, or accessible.
Prohibited areas
Parking is not permitted at any time in:
- Reserved spaces
- Lots with gates in the down position
- Fire lanes
- Sidewalks or grass
- Spaces marked with no-parking signage

The following guidelines apply across the River Campus and the Health Sciences Campus (Med Center) unless otherwise noted. For specific requests, permits, or processes, refer to the parking resources below.
General parking rules
- Parking is enforced at all times unless otherwise posted
- Vehicles must be parked within designated spaces
- Only one vehicle may be parked on campus per permit at a time
- Permits may not be transferred, altered, or used on multiple vehicles simultaneously
Permit holder responsibilities
Permit holders are responsible for:
- Ensuring their vehicle is properly registered with the Parking Office
- Informing anyone using their vehicle of University parking guidelines
- Monitoring permit expiration and reporting lost or stolen permits
- Parking only in locations authorized for their permit
Enforcement
The Department of Transportation and Logistics monitors all parking areas. Vehicles not parked in accordance with University guidelines may receive citations. Repeated violations, unpaid fines, misuse of permits, or parking that interferes with operations may result in additional enforcement actions, including wheel locking, towing, and, where applicable, notification to the employee’s supervisor.

While we endeavor to protect the property of our patrons, we are not responsible for any loss or damage to vehicles, bikes, motorcycles, or their contents. If you experience any loss or damage, please report it to Public Safety at 585-275-3333.
Special circumstances
Parking availability may be adjusted due to special events, construction, or operational needs. Alternate parking locations or temporary changes may be communicated when applicable.
Guidelines by topic
Wheel locking (booting) may be used for repeated violations, altered permits, or unpaid fines. When a vehicle is wheel locked, the permit holder has until the end of the business day to address the issue, otherwise, the vehicle may be towed within 24 hours. Vehicles posing an immediate public safety hazard, or those that are inoperative or unregistered, will be towed offsite.
The permit holder is responsible for the parking violations, wheel-lock/boot fee, towing charges, and any applicable storage fees. Payments can be made by cash or credit card (Visa, Discover, MasterCard). Personal checks are not accepted.
Business permits may be used with a valid University parking permit for up to three hours per day in designated locations, including the College Town Garage, Lot 8–MRB, Lot 3, and marked “Business” parking spaces on River Campus.
Permits for University Park, Whipple Park, Goler House, Corporate Woods, Rochester Tech Park, commercial properties, and reserved permits are valid only in the designated area specified on the permit and cannot be used in other locations.
Motorcycles must display a valid permit on the front fork and park only in your assigned lot or the designated motorcycle parking area in Lot 1-Crittenden.
- Permits must be returned to the Parking Office when canceled.
- Replacement permits can be issued if your vehicle is replaced. Please remove as much of your permit from your old vehicle as possible and bring it to the Parking Office to exchange for a new one.
- There is a $30 fee to replace an AVI tag.
River Campus permit holders visiting the Health Sciences Campus (Med Center) may park in Lot 1–Crittenden or use visitor parking. Health Sciences Campus permit holders visiting River Campus may purchase a daily pass or use metered parking. After 4 p.m., most non-restricted spaces are available. Overnight parking is not permitted.
All paid Highland Hospital permits are valid in the College Town Garage. To enter or exit, press the intercom and provide your name and permit number.
All paid University permits are valid in the Highland Hospital garage for meetings and work-related visits. To exit, write your permit number on the entry ticket. If you park at Highland Hospital for non-work-related visits, you will be required to pay the visitor fee.
The Parking Office reserves the right to use any parking area for special events (i.e., Meliora Weekend, Commencement). An alternate parking location will be provided for permit holders during these times.
If a lot becomes full, the Parking Office will assign overflow locations for that lot’s permit holders. Overflow lots should only be used at the direction of Transportation and Logistics. Citations will be issued for parking in an overflow lot under any other circumstance.
