Departmental mail services
Located on Mt. Hope Avenue, the Mail Operations Center is the University’s main mail processing facility, where all incoming USPS mail for zip code 14627 (River Campus) is received. All intramural mail is transported by Courier Services from the Mail Operations Center to departments and complexes throughout the University. In addition, we process all outgoing departmental mail and bulk mailings for the entire University.
Bulk mail processing
Bulk mail allows departments to send large-volume mailings at reduced postage rates. Mail Services staff can assist with design and processing requirements to help departments qualify for discounted mailing rates.
Staff can also assist with business reply mail and other mail projects to help departments reduce postage and processing costs. Postage savings may range from 30–40% depending on the mailing.

Business reply mail
Business reply mail allows departments to receive responses using prepaid return envelopes.This service is commonly used for surveys, information requests, and other response-based communications.
These services help departments qualify for postage discounts and reduce processing costs for large mailings. Postage savings may range from 30 to 40% depending on the mailing.

Metered mail
Most outgoing departmental correspondence is processed as metered mail. To send metered mail:
- Attach a Meter Mail Slip to the mailpiece.
- Courier Services will pick up the mail as part of its regular route.
- Mail Operations will apply the required postage and bill the department during monthly accounting.
Metered mail must include the complete return address for the originating University department. Monthly mail service charges are available through the Reports Server after the 3rd of each month. If your department is not on a regular courier route, contact Courier Services at (585) 275-2001 to arrange pickup.
Intramural (interoffice) mail
Intramural mail is delivered between University departments through Courier Services. Letters and flats are delivered without postage as part of the regular courier route. In most cases, a department name and box number are required for delivery. Packages or large volumes may incur a delivery fee.

Frequently asked questions
Business Reply Mail is a special postage rate available for properly formatted and barcoded envelopes. It is a cost-effective means for University departments to receive mail responses to surveys, information requests, and other solicitations. Specially formatted, pre-paid, and pre-addressed cards or envelopes are provided to respondents so they can easily return requests. The University maintains a First Class Business Permit for this purpose and calculates the department cost based on the number of responses.
Bulk Mail (Standard [A] Mail) is an official classification of mail that qualifies for discounted rates by meeting specific requirements. Rates are dependent on content, size, shape, weight, zip code, and quantity.
A number of design and processing elements are needed for a mailing to qualify for these special rates, but if done properly, mass mailings can be an efficient way to recruit new students, market medical services, distribute information, and solicit donations.

Please submit your international mail separately from US mail and use a separate mailing slip. Packages and parcels in excess of 13 ounces require custom documentation. Please contact the Campus Mail Center for assistance with filling out documentation.
